AMFA/Mesaba Negotiation update 03/04/04 

On March 2nd thru March 4th the AMFA negotiating committee met with the Mesaba representatives in Memphis Tennessee. Articles discussed during that period were Articles 6, 8, 11, 13, 18 and 21.

March 2nd, the Company presented Article 11 Vacancies and Bidding and Article 13 Furlough and Employment protection proposals. With only one change to Article 11 and no changes to Article 13 the Company tabled both. Further discussions that day were about the Company’s opening proposals for Article 6 Job Titles and Work ratios, Article 8 Hours of Service, and Article 10 Vacation. The Company expressed their desire to cross utilize all positions even to the rare extreme that maintenance personnel be used to throw bags, though that is not their intent. Other points of interest were the Company’s intent to alter realignment procedures at their discretion and the possibility of non-traditional 40-hour schedules if they felt the needs of the service dictated. There was also a brief discussion about the Company’s proposed PDO program and we agreed to continue discussion the next day.

March 3rd, AMFA presented a proposal for Article 6 Job Titles and Work ratios. A key point during discussions was whether or not the AMT position requires an A&P license. The Company currently believes an A&P license is not required. The negotiating committee pointed out that Article 3 G clearly states that an A&P is currently required and it is our intent that it will continue to be required. Article 8 Hours of Service proposal was presented to the Company. One of the highlights of that proposal was the desire to allow personnel to realign in and out of the shops during realignments. There were also discussions about the Company’s PDO proposal and both sides expressed their interest in researching it future before offering any further proposals.

March 4th, both sides presented Proposals for Article 18 Aircraft Maintenance Training and some progress was made. The Company presented a package proposal for Article 21 General and Miscellaneous. What this means is that if we agree to some of the items that they have proposed they would accept some of the items we have previously proposed. We did not agree to any items. AMFA and the Company agreed to eight more negotiating sessions between now and the end of August.
